Why it matters

For more than 5 lakh employees and pensioners, the rise adds 3% of basic pay or pension every month. December pay slips are the first to show it, and January 2027 brings a lump sum for the four months already passed.

The Haryana DA hike announced on Friday takes Dearness Allowance for state government employees from 60% to 63%, and Haryana pensioners get the same 3-point rise in Dearness Relief (DR). Chief Minister Nayab Singh Saini announced the increase in Chandigarh on Friday, 6 November 2026, Dhanteras, and it counts from 1 July 2026, The Tribune reported.

Dearness Allowance is the part of a government salary that is meant to make up for rising prices; for pensioners the same top-up is called Dearness Relief. Both are worked out as a percentage of basic pay or basic pension, so a 3-point rise adds 3% of basic pay to every month’s salary.

Who gets the Haryana DA hike

About 2.78 lakh regular state government employees and around 2.6 lakh pensioners will benefit, the Chief Minister said, according to The Tribune. Together that is about 5.38 lakh people, by NewsPlainly’s addition. Employees of state boards, corporations, autonomous bodies and public sector undertakings will get a matching rise too.

The state finance department issued the order on 5 November, Asianet Newsable reported. According to its account of the order, the new rate covers employees on the 7th Pay Commission scale, state pensioners and family pensioners. The rise will cost the state about ₹545 crore more in the 2026-27 financial year, The Tribune reported.

When the higher DA and DA arrears will reach bank accounts

The rate counts from July, but the money comes later. The higher DA and DR will be paid with the November 2026 salary and pension, which reach bank accounts in December, Asianet Newsable reported from the order. The arrears for the four months from July to October 2026 will be paid in January 2027.

The order also sets a rounding rule: any part of a rupee of 50 paise or more is rounded up to the next rupee, and anything under 50 paise is dropped, Asianet Newsable reported.

Haryana DA hike: what 3% means at different pay levels

Because the Haryana dearness allowance is a share of basic pay, the gain depends on the pay level. The table below is NewsPlainly’s calculation for three example basic salaries. They are illustrations, not actual pay scales; the same sums apply to Haryana pensioners’ DR on the same basic pension.

Basic pay (example) Extra each month (3%) Arrears, July to October (4 months)
₹30,000 ₹900 ₹3,600
₹50,000 ₹1,500 ₹6,000
₹1,00,000 ₹3,000 ₹12,000
NewsPlainly’s calculation: 3% of basic pay a month, and four months of that for the arrears. Before tax and other deductions.

So an employee on a basic pay of ₹50,000 would see about ₹1,500 more in the salary that arrives in December, and a further ₹6,000 in January for the earlier months. Take-home gains will be lower after income tax and other deductions, which vary from person to person.

Haryana’s other Dhanteras payments

At the same press conference, the Chief Minister said ₹4,470.77 crore had been sent directly to the bank accounts of welfare scheme beneficiaries, and to panchayats and municipalities across the state, The Tribune reported. The largest pieces he listed were these:

  • Deen Dayal Lado Lakshmi Yojana: the 13th instalment, ₹222.52 crore, went to 10.59 lakh women. That takes the total paid under the scheme to ₹2,689.15 crore over 13 instalments. The second phase began on 17 September with the yearly family income limit raised from ₹1 lakh to ₹1.8 lakh, and 49,290 women in this instalment qualified under the wider limit.
  • Social security pensions: ₹1,135.21 crore to 35,26,358 people under 15 schemes, including the old age Samman Allowance and disability allowance.
  • Har Ghar-Har Grihini Yojana: ₹24.25 crore as subsidy for September’s cooking gas refills, for 6.05 lakh women who get a cylinder at ₹500 a month.

The Chief Minister said eligibility for these allowances is now worked out automatically from the Parivar Pehchan Patra (Family ID) database, so people do not have to apply or visit an office, according to The Tribune.

What Haryana pensioners and staff still do not know

The reports read did not say whether the DA arrears will be paid in one go or in parts in January, or give the exact date. Neither report said whether the 3% rise also applies to employees still on older pay commission scales; Asianet Newsable’s account of the order names 7th Pay Commission employees only. The text of the finance department order would settle both points; NewsPlainly could not open it. More Haryana and north India stories are on NewsPlainly’s India page.
