Why it matters
The proposal is the latest sign of indirect diplomacy in a war that began on 28 February and has spread across the Gulf. Rezaei's statement keeps the Strait of Hormuz closed until Iran's terms are met, which matters for shipping through the Gulf.
Iran has sent the United States a new nuclear proposal through Qatar, but will discuss it only after Washington meets seven conditions, a senior Iranian official told the news agency Reuters on Thursday, 5 November 2026. The Iran nuclear proposal is being reviewed by the US, the official said, without giving details of what it contains.
The same day, in Moscow, Iran’s security chief, Major General Mohsen Rezaei, said Tehran would neither reopen the Strait of Hormuz nor hold negotiations until the seven conditions are met, according to Iranian media reports carried by Rediff.
What the Iran nuclear proposal and seven conditions are
The reports read name three of the seven demands: the removal of US sanctions, the release of Iran’s frozen assets, and war reparations, Hindustan Times reported. Iran has also tied the reopening of the Strait of Hormuz, the sea passage out of the Gulf, to the conditions. The other four demands were not listed in any of the reports read.

| US position | Iran’s nuclear programme must be part of any first round of talks, Hindustan Times reported |

Rezaei’s remarks after meeting Putin
Rezaei met Russian President Vladimir Putin at the Kremlin on Thursday and delivered a message from Ayatollah Mojtaba Khamenei, Rediff reported, citing the Iranian news agency IRNA. Speaking to reporters afterwards, Rezaei said that until the Americans fulfil Iran’s seven conditions, “neither will the Strait of Hormuz be opened, nor will there be any negotiations”.
According to Rezaei, Putin strongly condemned the US and Israeli military action against Iran, including strikes on its nuclear facilities, and said Russia would do everything it could to help end the war. The two sides also discussed building gas pipelines from Russia to Iran, which Rezaei said would help Iran meet domestic gas shortages and sell Russian gas to neighbouring countries. These accounts of the Kremlin meeting come from the Iranian side; the reports read did not carry a Russian readout.
Iran’s foreign minister, Abbas Araghchi, also spoke by phone with his counterparts in Qatar, Saudi Arabia and Oman, Rediff reported.

How the US-Iran war reached this point
The war began on 28 February, when the United States and Israel launched attacks on Iran, Hindustan Times reported. Iran responded with strikes on Israel and on Gulf countries that host US military bases. The fighting spread to Lebanon, where Israel clashed with the Iran-backed Hezbollah, and to Yemen, from where the Iran-aligned Houthis attacked energy facilities, airports and other targets in Saudi Arabia.
- 28 February 2026: US and Israeli attacks on Iran begin the war.
- 3 November 2026: US midterm elections, after which, Hindustan Times said, there were concerns that fighting could resume.
- 5 November 2026: Iran’s proposal via Qatar is reported; Rezaei meets Putin in Moscow and repeats the seven conditions.
US President Donald Trump has not ruled out restarting military operations against Iran after the midterms, and Tehran has warned that it would widen its retaliation if fighting resumes, according to Hindustan Times. Our report on the US midterm results covers the election in which Democrats won both houses of Congress.
What is still unclear
Three things are not known from the reports read: the content of Iran’s nuclear proposal, the remaining four conditions, and whether the United States will respond through Qatar. The two sides also start from opposite ends: Washington wants the nuclear programme on the table at the first talks, while Tehran wants its conditions met before talks begin.
For shipping, the key line is Rezaei’s: the Strait of Hormuz stays closed until the conditions are met. Hindustan Times’ report on the proposal is here.
