Why it matters

The opposition is turning its demand for the CEC's resignation over the voter-list revision into two public events in Delhi on 31 October and 1 November. The postponement puts both on consecutive days. The Saturday event has no legal effect: a CEC can be removed only through Parliament.

The opposition INDIA bloc (Indian National Developmental Inclusive Alliance) has moved its “public impeachment” of Chief Election Commissioner (CEC) Gyanesh Kumar from Friday, 30 October 2026, to Saturday, 31 October, because of rain in Delhi. The symbolic protest had been set for 3.30 pm on Friday. Lok Sabha Leader of the Opposition Rahul Gandhi announced that the CEC impeachment was postponed at a joint press conference with other INDIA bloc leaders outside Congress president Mallikarjun Kharge’s residence at 10 Rajaji Marg, the same venue that will host it on Saturday.

The decision was taken “by consensus”, Gandhi said, according to the Press Trust of India (PTI), because it would have been uncomfortable for senior leaders to sit in the rain. He said the programme would be held unchanged a day later. The opposition’s separate “Chalo Dilli” march to Ramlila Maidan stays on Sunday, 1 November.

Why the CEC impeachment was postponed, and the new time

All the reports read agree on the reason and the day. They do not agree on the hour. Gandhi’s words, as PTI first carried them, were that the programme would move to “tomorrow at the same time”, which would mean 3.30 pm. A later version of the PTI report, published by Business Standard, cited a post on X by Congress communications chief Jairam Ramesh giving 2.30 pm on 31 October. National Herald, the Congress-linked newspaper, quoted Gandhi as saying the event had been shifted to Saturday at 4 pm.

What INDIA bloc leaders said on 30 October

Gandhi used the press conference to repeat the opposition’s case against the Election Commission. He alleged that both the Saturday programme and the Sunday march were about what he called the demolition of Indian democracy by Prime Minister Narendra Modi, Home Minister Amit Shah, and Gyanesh Kumar and his team at the commission, PTI reported. He also alleged that Shah was trying to stop people from reaching Delhi, and India TV reported him naming travellers from Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Haryana, Telangana and Punjab as being stopped.

He described the opposition’s actions as a single protest rather than several, and said anyone, political or not, was welcome to join. Trinamool Congress MP Derek O’Brien, who said he was representing Mamata Banerjee, said the parties were in this together. Samajwadi Party MP Dharmendra Yadav alleged that the BJP’s election wins rested on manipulation of voting machines and voter lists, PTI reported.

In his post on X, Ramesh said the countdown to Kumar’s exit was speeding up and accused him of undermining the Constitution on the instructions of the Prime Minister and the Home Minister, according to PTI. These are allegations made by opposition leaders; no court or inquiry has found against the CEC.

The PTI, India TV and Hindu reports read did not include a response from the Election Commission to the postponement or to the allegations made on 30 October.

How Saturday’s public impeachment of the CEC is meant to run

According to PTI, which cited unnamed sources, former Lok Sabha Speaker Meira Kumar will chair the proceedings, Kharge will move the “motion” to impeach the CEC, and Gandhi will make the closing remarks before it is passed. Besides those two, one person from each party is likely to speak.

The Hindu, also citing unnamed sources, reported that the two Leaders of the Opposition would get about 20 minutes each, the Samajwadi Party and the Trinamool Congress 10 minutes each, and other parties five minutes. It said the organisers planned to avoid anything that could be seen as mocking Parliament, such as people impersonating the Prime Minister, the Home Minister or the CEC. National Herald reported that at least 30 speakers, including representatives of 21 parties, are expected.

The event ended up at Kharge’s house after the opposition failed to get the Constitution Club or Talkatora Stadium, India TV and National Herald reported. Our earlier report, on how the INDIA bloc planned the 30 October protest, covers the earlier venue changes and why a real removal of the CEC can only go through Parliament.

The Congress has set a target of at least one million people for the Ramlila Maidan march, India TV reported. In a video posted on 29 October, Gandhi urged students of all political leanings to join, telling people not to worry about the police, The Hindu reported.

The opposition parties want Kumar to resign over alleged irregularities in the Special Intensive Revision (SIR), the Election Commission’s door-to-door recheck of voter lists. The Saturday event has no legal force: under the Constitution, a CEC can only be removed in the same way as a Supreme Court judge, through Parliament.
