Why it matters
Owners of old trucks and buses in Delhi-NCR can get scrapping, loan and purchase help in one place on 28 October. The scheme's discounts, loan subsidy and tax waivers apply only to owners who register and replace their vehicles, and enrolment is open for two years from launch.
About 40,000 truck and bus owners in Delhi-NCR (the National Capital Region) have now registered under the Parivartan scheme, the Centre’s plan to replace old, polluting commercial vehicles, the road transport ministry said on 26 October 2026. The ministry and the Delhi government are also holding a one-day “Transport Mela” on 28 October at Burari in North Delhi, where owners can get help with scrapping, loans and new vehicles in one place.
The 40,000 figure counts owners who have registered on the scheme’s portal, not vehicles already replaced. The ministry’s release did not say how many old trucks and buses have been scrapped so far.
Parivartan scheme mela: when, where and who will be there
- Date and time: 28 October 2026, from 9.30 am.
- Place: the Vehicle Inspection Unit near the District Transport Office (DTO), Burari, North Delhi.
- Who will be there: vehicle makers and their dealers, registered vehicle scrapping facilities, banks and non-banking finance companies (NBFCs), oil marketing companies, and city gas distributors that are part of the scheme.
- What they will help with: scrapping an old vehicle, loan options, buying a new one, fuel benefits and the other incentives.
The ministry is running the mela with the Delhi government, the release said.

Who can use the Parivartan scheme
Parivartan, short for Programme for Accelerated Renewal and Incentivisation of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions, covers trucks and buses registered in Delhi and the NCR districts of Haryana, Rajasthan and Uttar Pradesh that meet BS-IV or older emission norms, The Hindu reported in August. BS (Bharat Stage) norms set how much a vehicle may emit; BS-VI is the current, strictest level.
- BS-III or older: the owner must scrap the vehicle at an authorised scrapping facility to get the benefits.
- BS-IV: the owner can scrap it or sell it outside the NCR.
- The new vehicle: must be a BS-VI or electric vehicle registered in the NCR. In Delhi, light goods vehicles bought under the scheme must be electric, and buses must run on BS-VI CNG or be electric, according to the Financial Express report on the Cabinet decision.
- Not eligible: government-owned vehicles.
The Cabinet approved the Parivartan scheme on 3 June 2026 and it was launched on 14 July. Enrolment stays open for two years, and the central incentives run for five years from the date the replacement vehicle is registered, the Financial Express reported.
What the Parivartan scheme offers truck and bus owners
| Benefit | Details |
|---|---|
| Extra discount from vehicle makers | At least 8% beyond the maker’s own discount, the ministry said |
| Loan interest subsidy | 5% on vehicle loans, for five years |
| Road tax | 100% waiver for 10 years |
| Registration fee | Waived, where it applies |
| Fuel vouchers (BS-VI diesel or CNG) | ₹1,200 to ₹4,800 a month for five years, by vehicle type |
| Electric vehicles | One-time incentive from ₹64,000, up to ₹2.56 lakh (The Hindu) or ₹2.64 lakh (New Indian Express) |
The scheme has a total outlay of ₹9,585 crore, including ₹5,041 crore from the Centre, according to the Cabinet decision as reported by the Financial Express. It is funded through the National Capital Region Planning Board and run by the road transport ministry.

How far Parivartan registrations have come
NewsPlainly put the reported registration figures in order:
- 28 August 2026: about 1,300 to 1,500 owners registered since the 14 July launch (The Hindu reported more than 1,300; the New Indian Express nearly 1,500). By then 35 old vehicles had been scrapped, 50 sold and 4 replacements registered, the New Indian Express reported.
- Target for mid-October: 25,000 registrations, the ministry said at the time.
- 26 October 2026: about 40,000 registrations, the ministry’s latest release says.
- Overall aim: replace more than 2 lakh trucks and buses within a year, Road Secretary V. Umashankar told reporters in August.
Estimates of how many vehicles qualify differ: about 2.07 lakh according to the Cabinet decision, and about 2.31 lakh according to the ministry figures the New Indian Express reported in August. On those counts, 40,000 registrations equal about 17% to 19% of eligible vehicles, by NewsPlainly’s calculation, though one owner may register more than one vehicle and the release does not say which it counts.
Officials have said trucks and buses are about 3% of the vehicles in the region but produce 36% of vehicle PM2.5 pollution (fine particles 2.5 micrometres or smaller), The Hindu reported. Old trucks and other commercial vehicles also face separate winter curbs: NewsPlainly has explained which non-BS-VI vehicles are barred from Delhi from 1 November.
