Why it matters

Almost every digital payment in India passes through systems the RBI runs or oversees. A second, highly rated data centre in a low-risk location is meant to make outages less likely and keep UPI and bank transfers working during cyberattacks or disasters.

The RBI data centre at Jatni, near Bhubaneswar in Odisha, opened on Sunday, 25 October 2026, when Prime Minister Narendra Modi inaugurated it along with a new Cybersecurity Training Institute. The Reserve Bank of India (RBI), the country’s central bank, built the facility for about ₹169 crore. It is the RBI’s second data centre after the one in Navi Mumbai, and it will hold data from payment systems such as UPI, NEFT and RTGS that millions of people use every day.

What the RBI data centre will do

The data centre will host the RBI’s mission-critical payment and settlement systems, the government said in a statement quoted by the Press Trust of India (PTI) news agency in OrissaPOST. Those are the systems that move money between banks when someone sends a payment. OdishaTV reported that it will securely store information on transactions made through the Unified Payments Interface (UPI), the instant mobile payment system; National Electronic Funds Transfer (NEFT), used for most bank transfers; and Real Time Gross Settlement (RTGS), used for large transfers.

The other job is continuity. The centre is meant to keep banking services running during cyberattacks and technical failures, according to OdishaTV.

The facility has been certified to Uptime Institute Tier IV, which India TV described as the global benchmark for data centre infrastructure and the highest tier of operational resilience. India TV reported, citing the official statement, that it is among the largest Tier IV certified facilities in the banking, financial services and insurance sector worldwide.

Why Jatni was chosen for digital payments data

An official told PTI that the site was picked for its geographical stability: it lies away from seismically active zones and from high-risk international border areas, which lowers the risk from natural disasters and geopolitical tensions. The campus covers 18.55 acres at Info Valley-II in Jatni, in Khordha district, OrissaPOST reported.

The public broadcaster All India Radio said the project is expected to strengthen data security and the resilience of India’s digital financial infrastructure as digital payments keep growing. It put the cost at ₹170 crore; most other reports, citing officials, said ₹169 crore.

What the Cybersecurity Training Institute will teach

The second building on the campus is a training and research centre. The institute will offer specialised training, research and capacity building in enterprise computing and cybersecurity, and will also work on newer areas such as artificial intelligence (AI) and quantum computing, All India Radio reported. The official statement said it will focus on technologies relevant to the banking and financial sector and build skills across that sector, not only inside the RBI.

The statement described it as a dedicated institutional platform for cybersecurity and enterprise-technology training for the whole banking, financial services and insurance sector. For a recent example of what weak security can expose, read our report on the vehicle data leak.

Union Finance Minister Nirmala Sitharaman, RBI Governor Sanjay Malhotra, Odisha Governor Brajmohan Ram and Chief Minister Mohan Charan Majhi attended the event, PTI reported. Majhi said on social media that this was the Prime Minister’s ninth visit to Odisha since the BJP formed the state government in 2024.

What it means for people who pay digitally

Nothing changes in how people use UPI or bank transfers. The difference is behind the scenes: a second, highly rated site for the RBI’s payment systems is meant to make outages less likely and recovery faster if something goes wrong. At the event, Modi said the facilities would strengthen digital infrastructure and cybersecurity, according to India TV. The RBI has not yet published its own press release on the facility, and has not said when payment systems will start running from the new site.
