Why it matters

The new ministers decide how the Union Territory's government divides its work, and the change shifts regional representation: Srinagar and north and south Kashmir gain, while mainland Jammu has no minister now, according to The Indian Express.

The Omar Abdullah cabinet in Jammu and Kashmir (J&K) grew on 27 October 2026, as the Chief Minister brought in four National Conference (NC) legislators and dropping Satish Sharma, an Independent from the Jammu region. Lieutenant Governor Manoj Sinha administered the oath at Lok Bhavan in Srinagar, The Hindu reported, as did The Indian Express. The J&K cabinet expansion fills all nine places the law allows; three had stayed empty for about two years, The Hindu reported.

Who joined the Omar Abdullah cabinet on 27 October

The four new ministers, all from the NC and all from the Kashmir division, are:

  • Ali Mohammad Sagar, 68, MLA from Khanyar in Srinagar. He served as a minister in Omar Abdullah’s 2008 to 2014 government, according to The Indian Express.
  • Shameema Firdous, MLA from Habba Kadal in Srinagar. She earlier chaired the J&K State Commission for Women with the rank of Minister of State, The Indian Express reported. The Hindu said she is the second woman in the cabinet, after Sakina Itoo of Kulgam.
  • Mir Saifullah, MLA from Trehgam in Kupwara district, north Kashmir. He was also a minister from 2008 to 2014, according to The Indian Express.
  • Altaf Ahmad Wani, known as Kaloo, MLA from Pahalgam in south Kashmir.

Reports spell two of the names differently. The Hindu and an Indian Express photo caption write Shameema Firdous, while the Indian Express text and the post by news agency ANI quoted by both outlets say Shameem Firdous. The Pahalgam MLA appears as Altaf Kaloo (The Hindu), Altaf Ahmad Kaloo (Indian Express text) and Altaf Ahmad Wani, also known as Kalloo (Indian Express caption).

The Hindu described the picks as adding representation for Srinagar, where the NC won seven of eight seats in the 2024 Assembly election, and for north and south Kashmir. The reports read did not list the portfolios given to the new ministers.

Why Satish Sharma’s exit leaves Jammu without a minister

Satish Sharma was the only minister from what The Indian Express called mainland Jammu: the four districts of Jammu, Udhampur, Samba and Kathua, which voted heavily for the BJP in 2024. With him out, that area has no representation in the cabinet, the paper reported.

Before the change, the cabinet had two Hindu ministers, Deputy Chief Minister Surinder Choudhary and Sharma, The Hindu reported on 26 October, and had reflected a regional balance that included parts of the Jammu division that did not vote for the NC. Choudhary stays on.

The reshuffle was set up a day earlier. On 26 October all five ministers handed their resignations to the NC leadership in Srinagar, leaving the Chief Minister free to decide whom to keep, The Hindu reported. Minister Javed Dar told the paper the choice was entirely the Chief Minister’s prerogative. Neither report read carried a comment from Sharma.

Why J&K can have only nine ministers

As a Union Territory, Jammu and Kashmir has a tighter limit than a state. Section 53 of the Jammu and Kashmir Reorganisation Act, 2019 caps the council of ministers at 10% of the 90-member Assembly, which means nine people including the Chief Minister, The Hindu explained. The same 2019 law also shapes neighbouring Ladakh: its administration cited the Act when it dissolved the Kargil hill council on 21 October.

NewsPlainly’s count from the two reports shows how the 27 October changes add up:

Before 27 October After 27 October
Chief Minister 1 1
Ministers 5 8 (5, minus 1 dropped, plus 4 new)
Total council 6 9
Vacant places (cap of 9) 3 0
Women ministers 1 2

Until this week, the Omar Abdullah cabinet had run with a council of six. The three empty places had been open for about two years, The Hindu reported, because the NC’s ally did not take them up.

Why the Congress stayed out of the J&K cabinet expansion

The Congress, the NC’s partner, again chose not to join the government. Its J&K president Tariq Hamid Karra said the party would not join the council of ministers until statehood is restored, The Hindu reported on 26 October. He said the Congress had campaigned for statehood for two years and would not trade that stand for a cabinet berth.

The Hindu reported that top NC leaders had approached the Congress high command in Delhi before the expansion, without changing that position. The party cited J&K’s Union Territory status as the reason, according to the paper.

With the council now at the cap of nine under Section 53, adding another minister would mean dropping one.
